Image source: HateNewbuild Elchinero: what is a “string course”? JB: I had to look it up. String course or string course is the decorative horizontal band on the exterior wall of a building. Like the strip of stone moulding that runs in between the stories. I thought it merely had decorative value, but it seems it can also have architectural value!

If it is near the apartments and it is visible from the windows, I recommend an official complaint to the city. If something like this appeared on my local street, I would make an informal complaint with a stone.
